English Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest survey of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to raise council taxes next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey revealed.
